As a United States Citizen, visiting Croatia and then on to Medjugorje, do I need to get a VISA before traveling?
If a VISA is required, can it be gotten at the boarder crossing?
The Visa information on the Bosnia and Herzegovina consulate site is not clear.

US citizens do not need a VISA when visiting Bosnia. When are you traveling there? May I also suggest if you can manage with your time, to visit Mostar and Sarajevo?

No visa is needed to go to Medugorje in Herzegovina. I would also suggest getting to Mostar since you are almost there anyway.
